Canadian Experience Class (CEC)

The Canadian Experience Class (CEC) is a federal economic immigration program designed for individuals who have already acquired skilled work experience in Canada and wish to transition from temporary status to permanent residence. The program recognizes that applicants with Canadian work experience are often well-positioned to integrate into the Canadian labour market and society.

CEC is managed through Canada’s Express Entry system, a points-based selection framework that ranks candidates based on their skills, work history, and language ability. Invitations to apply for permanent residence are issued to the highest-ranked candidates during periodic government selection rounds.

Who Is the CEC Program For?

The Canadian Experience Class is particularly well-suited for:

  • Temporary professional foreign workers currently employed in Canada

  • International graduates who have obtained post-graduation Canadian work experience

CEC is often the most direct permanent residence pathway for applicants who have already established themselves in Canada.

Key Eligibility Requirements

To qualify under the Canadian Experience Class, applicants must meet minimum eligibility requirements and then compete within the Express Entry ranking system. Core requirements include:

  • Canadian Skilled Work Experience
         At least one year of full-time skilled work experience (or an equivalent amount of part-time experience) gained in Canada within the three years immediately preceding the application. All qualifying experience must have been obtained with proper work authorization.

  • Qualifying Occupation
         Canadian work experience must fall within an eligible occupation classified under Canada’s National Occupational Classification (NOC) at one of the following TEER levels:

    • TEER 0 – Management occupations

    • TEER 1 – Occupations that typically require a university degree

    • TEER 2 – Occupations requiring a college diploma, two or more years of apprenticeship training, or supervisory responsibilities

    • TEER 3 – Occupations requiring a college diploma, less than two years of apprenticeship training, or more than six months of on-the-job training

  • Language Proficiency
         Demonstrated proficiency in English or French, confirmed through an approved language test. Minimum language requirements vary depending on the TEER level of the qualifying occupation.

  • Intent to Reside Outside Quebec
         Applicants must intend to live and work outside the province of Quebec, which operates its own immigration selection system.

Selection and Ranking

CEC applicants do not need to meet a separate points threshold to qualify. Once eligibility is established, candidates are ranked within the Express Entry pool using the Comprehensive Ranking System (CRS).

Ranking is based on factors such as:

  • Age

  • Canadian and foreign work experience

  • Language proficiency

  • Education

  • Spousal factors (if applicable)

Because Canadian work experience carries significant weight in the CRS, CEC candidates are often highly competitive within Express Entry.

 Application and Processing Timeline

The Canadian Experience Class follows the Express Entry process and generally moves more efficiently than many other economic immigration pathways. Timelines may vary depending on individual circumstances and government processing priorities.

Waiting for an Invitation to Apply

After submitting an Express Entry profile, eligible candidates are placed into a ranked pool. Invitations to apply for permanent residence are issued during periodic selection rounds based on CRS ranking and program priorities.

Some applicants receive invitations quickly, while others may remain in the pool until their ranking improves or selection criteria change.

Permanent Residence Application Submission

Deadline: 60 days from invitation

Once an invitation is issued, applicants must submit a complete permanent residence application within 60 days. This stage requires detailed documentation, including:

  • Proof of Canadian work experience

·         Language test results.

  • Police certificates

  • Medical examination results

  • Identity and civil documents

Unlike some other programs, proof of settlement funds is not required under CEC.
